In the present edition, it has been thought proper to change the arrangement, appearance and contents of the Manual, and to consolidate and codify the former separate rules of the two houses, and the joint rules, into a proper digest, which has been adopted as the rules of legislative practice. This is done, that the book may the more nearly meet the changing requirements of modern legislative proceedings which tend toward compact and accurate results, rather than toward the more elaborate methods of former adherence to purely parliamentary practice, and which demands effectiveness, rather than the older and more tedious usages.
