The Uruguay Round of multilateral negotiations in the GATT (General Agreement on Tariffs and Trade) has become the focal point for world trade policy. This report of a June 1990 conference analyzes the maximum results in terms of trade liberalization, rule-making, and institutional reforms that can be achieved in the Uruguay Round negotiations of the GATT.
