His Majesty was received with acclamations and enthusiastic applause both by the people and troops; and I entertain no doubt, from all that I hear, that his Government is becoming daily more popular. It does not appear to me, however, that the Administration act upon the principle of united councils and interests; the want of which is the cause of great delay and inconvenience, and, in some instances, inconsistency in the measures of the Government. 'The Prince de Benevent spoke to me again last night upon the conduct of the King of Spain regarding the Spanish emigrants; and he informed me that the King intended to instruct the Prince de Laval to abstain from any communications with the Spanish Government, excepting those of kindness and civility to the King and his family.
