His Majesty was received with acclamations and enthusiastic applause both by the people and troops; and I entertain no doubt, from all that I hear, that his Government is becoming daily more popular. It does not appear to me, however, that the Administration act upon the principle of united councils and interests; the want of which is the cause of great delay and inconvenience, and, in some instances, inconsistency in the measures of the Government.
