First appearance in print of this lecture by an experienced British colonial administrator on the challenges facing Malaysia shortly after the founding of the federation. He discusses the economic fallout of the Borneo confrontation and the difficulties uniting the federation's different racial groups, both factors which contributed to the expulsion of Singapore six months after this address was given. The author was a member of the Malayan civil service from 1923 to 1953, as well as British advisor to the government of Pahang after the Second World War. He served on the Merthyr Commission tasked with delineating electoral boundaries during the mid-1950s. Octavo, pp. 249-59 in the journal. Original red card wrappers, spine and front cover lettered in black. Covers bright with a little creasing and small closed tear, contents clean. A near-fine copy.
