Finlay was, as the Marquis of Crewe told the House of Lords in 1912, 'a distinguished Indian official', responsible for, as the Statist stated in 1914, 'the details of the financial administration of the Empire of India. The magnitude and complexity of the financial transactions of the Government of India need not be enlarged on.' He entered the Indian Civil Service in 1875, was made a Companion of the Order of the Star of India in 1896, and a Member the Governor-General's Council in 1902. He served as Secretary to Government of India (Finance and Commerce Department), 1891-1903. In addition he was a Member of Council of India, 1903-1906; and of the Governor-General's Council, 1906-1908. 2pp, 12mo. In good condition, lightly aged. Folded once for postage. Addressed to 'My dear Enthorne' and signed 'J. F. Finlay'. He reports that 'Sir J Westland wishes you to being drafting rules under the letter Duties Act, as it will be when amended as proposed, in communication with O'Conor'. Finlay told the latter, and he asks Enthorne to 'come over the office to arrange', thinking that 'It would perhaps be convenient for you to have a table in O'Conor's room'. He is enclosing a 'copy of the Cotton Duties Act with Hill's pencil alterations & memos'. He requests its prompt return as it is wanted by 'Sir J.'.

The first edition of this uncommon work in the publisher's original cloth binding. Sir William Fairbairn (1789-1874) was a Scottish civil engineer, structural engineer and shipbuilder. It was Fairbairn who conceived the idea of a box girder to cross the Menai Strait. He was also one of the first engineers to investigate into the failures of structures, including the collapse of textile mills and boiler explosions, and into metal fatigue in particular. In 1854 he became the third president of the Institution of Mechanical Engineers. In this volume, written partially by himself and completed and edited by William Pole, is an account of the life of Sir William Fairbairn. 44 pages of publisher's advertisements to the rear. In the publisher's original cloth binding. Externally smart, though faded and marked to the spine, with light shelf wear to the extremities and to the head of the spine. Both hinges are starting but are holding firm. Internally, firmly bound. Pages are bright and clean except for the odd spot to the first and last few pages. Very Good. book.

12mo, 2 pp. Bifolium. 37 lines. Text of letter clear and complete, but with damage to head of letter, causing loss to date, with traces of the album leaf to which the letter was attached on reverses. Otherwise good, on lightly-aged paper. He thanks him for his 'friendly congratulation', and has now entered his '81st. year under the most favourable conditions'. He is 'truly thankful that my affectionate Partner and Myself have through a long life been so mercifully dealt with'. Their family 'have grown up and now surround us with the most filial and unbounded affection', and 'the next generation are making the sure progress in the affectionate regards for the old people as those who have preceded them'. His many friends 'in social life and in the scientific world have for the last 50 years been my greatest solace and comfort'. He has 'endeavoured to deserve it, but any thing I have done, or able [sic] to do, is far short of the esteem in which I have been held'. He is grateful to his friends 'and the world at large for the generous manner in which I have been treated through a long and laborious life'. He ends 'In hopes of living useful for two or three more years.'.

He was educated at Adelaide High School, and 'was one of the first cadets to enter the Royal Military College, Duntroon, Federal Capital Territory, in 1911. In April 1950 Rowell [was appointed Chief of General Staff], a significant event in the army's history inasmuch as he was the first Duntroon graduate to hold the post' ('Australian Dictionary of Biography'). In between times, he served with distinction in both world wars, but his fiery relationship with his superior, Thomas Blamey, based on his experiences with him in the 'tragic campaign in Greece . convinced him that Blamey was "quite incompetent as a field commander in modern war"'. Blamey eventually dismissed him from the New Guinea campaign in late September 1942, and he was exiled to Cairo, before spending the last two years of the war in London. The vintage photographs include an early one of him as a teenage schoolboy with his brother Percy (100 × 150 mm); a snapshot of him at Morphettville army camp, Adelaide, in November 1914; in a group portrait of the 'Permanent Staff in Western Australia 1931' (105 × 150 mm); a fine studio portrait from the 1930s (200 × 150 mm); six different WW2-vintage portraits (four of them 215 × 165 mm, the others smaller); and one of his investiture in 1953, when he was awarded the KBE. Four carry captions written by Rowell late in his life. Offered with the 'Form of Service' for his funeral on 17 April 1975, plus six ephemeral publications relating to the Golden Jubilee celebrations for the Royal Military College, Duntroon, in March 1961.
