Hoyland first became interested in the plight of the gypsies after observing the poverty of those residing in Northampton, Bedford and Herts. His survey includes chapters on the gypsies of continental Europe, Great Britain, London and Scotland with a discussion of their language, habits and origin. In the last chapter Hoyland makes a number of recommendations designed to ameliorate the poverty of the gypsies. He also argues that education would encourage integration: "Their being placed among a much greater number of children, and those of settled, and in some degree of civilized habits, would greatly facilitate the training of Gypsies to salutary discipline and subordination " (p. 251).
