Lord Sheffield, Baker, John Holroyd (1735 - 1821 ) was born in Yorkshire, statesman and friend of Edward Gibbon. He was created earl of Sheffield and Viscount Penensey in peerage of Ireland,1816 ; British peer, 1802 ; privy councillor, 1809 ; lord of Board of Trade, 1809. In this work the author strongly condemns the present management of the poor as a disgrace to the policy and political economy of the poor. He alleged that the heavy burden of the poor rate had so ruined small tradesmen as to have added to, rather than reduced the existing number of paupers. He advocated the abandonment of the whole system; the separation and classification of paupers, the education of pauper children, and their separation from criminal parents. He suggested the application of the unemployed to agricultural work. Holroyd, an intimate friend of Gibbon, wrote numerous pamphlets on economic subjects, including commerce, manufacturers, slavery and the Corn Laws. Written in opposition to a proposal by William Pitt to relax some navigation laws in favor of the United States, this is a highly detailed comparison of American and British imports and exports from 1700-1783 with a focus on the years 1773 and 1783. According to Howes, it was highly influential in shaping England's trade policy in ways which proved "detrimental to American commerce and shipping interests" and hastened the formation of a federal response "to retaliate against British maritime might." A detailed exposition and statistical comparison of the imports and exports of Great Britain and the United States, from 1700 to 1783. With each edition, Sheffield substantially revised and enlarged the text. Written in opposition to the bill introduced by Pitt in 1783, proposing to relax the navigation laws in favour of the States, the work was influential in determining the abandonment of the motion. Sheffield points up the weak position of America and continually stresses the growing commercial importance and potential of the West Indies and Canada (especially Newfoundland and Nova Scotia, particularly with regard to fisheries, lumber, and ship-building).
