'De jure belli ac pacis' (On the Law of War and Peace) by the Dutch humanist, diplomat, lawyer, theologian and jurist Hugo Grotius (1583-1645) is considered the foundation of international law. He earned a law degree in France at the University of Orleans and established a law practice in The Hague. Within a short period of time, his clientele included Oldenbarnevelt, the Dutch East India Company (V.O.C.) and Prince Maurice of Nassau. In 1607 he was appointed Attorney General of the provinces of Holland, Zeeland and West Friesland. While defending the Dutch East India Company, Grotius made his most direct contribution to the development of international law by establishing the Grotian Doctrine - freedom of the seas and trade. 'De jure belli' was first pubished in Paris in 1625 during his imprisonment in Loevestein Castle. Grotius believed in establishing a moral consensus on the basis of natural law.
