Paperback. Zustand: Very Good. Americans and Europeans are divided by more than an ocean when it comes to designing and carrying out policies toward countries that repress human rights, develop weapons of mass destruction, and/or support terrorism and subversion. Accounting for this divide are distinct interests, domestic politics, and above all profound disagreements between Americans and their counterparts in European capitals and Brussels over what tools of foreign policy--sanctions, engagement, military force--to empty to change the behavior of problem countries. The result is that Americans and Europeans often work at cross purposes--and that disagreements over policy toward problem countries threaten both to undermine efforts that promote desired change and transatlantic cooperation in other areas, be it within Europe or in building an open world trading system. This book examines the problem countries of Cuba, Iran, Iraq, Libya, and Nigeria. The authors explain sources of American and European differences, consequences for policies designed to influence problem states, and prospects for bridging transatlantic policy rifts. A conclusion by Richard N. Haass places these differences in perspective and suggests what Europe and the United States need to do to ameliorate this tension--and what could transpire if they do not. The book has been read, but is in excellent condition. Pages are intact and not marred by notes or highlighting. The spine remains undamaged.

Paperback. Zustand: Very Good. The United States has been described as a nation with the soul of a church. Religion is discussed more explicitly and more urgently in American politics than in the public debates of any other wealthy democracy. It is certain to play an important role in the elections of 2004. Yet debates over religion and politics are often narrow and highly partisan, although the questions at hand demand a broader and more civil discussion. One Electorate under God? widens the dialogue by bringing together in one volume some of the most influential voices in American intellectual and political life. This book draws on a public debate between former New York governor Mario Cuomo and Indiana congressman Mark Souder, who discuss how their respective faith convictions have been both shaped by and reflected in their careers as public servants. This discussion, in turn, prompted commentary by a diverse group of scholars, politicians, journalists, and religious leaders who are engaged simultaneously in the religious and policy realms. Each contributor offers insights on how political leaders and religious convictions shape our politics. One Electorate under God arises from the idea that public deliberation is more honest -and more democratic -when officials are open and reflective about the interactions between their religious convictions and their commitments in the secular realm. This volume -the first of its kind -seeks to promote a greater understanding of American thinking about faith and public office in a pluralistic society. Contributors include Joanna Adams, Azizah Al-Hibri, Doug Bandow, Michael Barone, Gary Bauer, Robert Bellah, David Brooks, Harvey Cox, Michael Cromartie, John DiIulio Jr., Terry Eastland, Robert Edgar, Jean Bethke Elshtain, Richard Wightman Fox, William Galston, Robert George, Andrew Greeley, John Green, Anna Greenberg, Susannah Heschel, Representative Amo Houghton (R-New York), Michael Kazin, Martha Minow, Stephen Monsma, Mark Noll, Rabbi David Novak, Ramesh Ponnuru, Representative David E. Paperback. Zustand: Very Good. The European Union is the oldest and most highly developed example of institutionalized regional integration. Since its establishment in the early 1950s, the EU has moved from the shallow integration of dismantling trade barriers to the deep integration of accepting common policies on agriculture, environment, transport, and working conditions; common rules on competition, mergers, and financial transfers; and common laws in the domestic courts of member states. The EU experience is a successful example of integrating national economies, but how far should those promoting regional integration in the Western Hemisphere and the Pacific look to the EU as a model? Can regional and global integration proceed harmoniously? Or will tensions between regional and global priorities unavoidably arise. This book, part of the Integrating National Economies series, examines the evolution of West European integration over the past forty years. William Wallace analyzes the historical circumstances under which the institutions of integration developed, and the internal tensions and contradictions created by the deepening of integration and repeated enlargements. He explains that, in recent years, deep integration has presented a challenge to national identity, forcing policymakers to confront issues of sovereignty, political commitment, and regional balance. Wallace concludes that the European experience provides a number of important, cautionary lessons for those promoting regional integration in the Western Hemisphere and the Asia-Pacific region. However, it does not offer a model that these areas can easily follow. Wallace emphasizes that the experience of West European economic integration during the cold war years will do little to reconcile global and regional integration in the post-cold war world; the political and security concerns are no longer the same. He contends that the international community must develop rules for the new global order without searching for historical parallels--as those creating the institutions of regional integration in Western Europe did in their time. A volume of Brookings' Integrating National Economies Series. The book has been read, but is in excellent condition. Pages are intact and not marred by notes or highlighting. The spine remains undamaged.

Paperback. Zustand: Good. Congress must reauthorize the sweeping 1996 welfare reform legislation by October 1, 2002. A number of issues that were prominent in the 1995-96 battle over welfare reform are likely to resurface in the debate over reauthorization. Among those issues are the five-year time limit, provisions to reduce out-of-wedlock births, the adequacy of child care funding, problems with Medicaid and food stamp receipt by working families, and work requirements. Funding levels are also certain to be controversial. Fiscal conservatives will try to lower grant spending levels, while states will seek to maintain them and gain additional discretion in the use of funds. Finally, a movement to encourage states to promote marriage among low-income families is already taking shape. The need for reauthorization presents an opportunity to assess what welfare reform has accomplished and what remains to be done. The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts -liberal and conservative, academic and nonacademic -engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. Preparation of the volume was supported by funds from the Annie E. Casey Foundation and the Charles Stewart Mott Foundation. Contributors include Thomas L. Gais, Richard P. Nathan, and Irene Lurie (Rockefeller Inistitute, SUNY-Albany), Thomas Kaplan (University of Wisconsin), Lucie Schmidt (University of Michigan), Charles Murray (American Enterprise Institute), Hugh Heclo (George Mason University), Lawrence M.
