The Elementorum Jurisprudentiae Universalis Libri II was Pufendorf's (1632-94) first published work, and ushered in not only his own career as a lecturer on natural law, but also the modern natural-law tradition in Germany. Though it tends to be overshadowed by his later and better known work, says Behme (philosophy, Free U. of Berlin), it contains elements of his mature philosophy and is distinctive in that its organization methodologically follows the reformed Euclidean Aristotelianism of his mentor Erhard Weigel. This edition reprints William Abbot Oldfather's translation, published in 1931 by Clarendon Press.

Two Books of the Elements of Universal Jurisprudence was Pufendorf's first work, published in 1660. Its appearance effectively inaugurated the modern natural-law movement in the German-speaking world. The work also established Pufendorf as a key figure and laid the foundations for his major works, which were to sweep across Europe and North America.
Elements of Universal Jurisprudence established Pufendorf's political theory, which, when fully developed, became the most significant alternative to rights-based theories. Pufendorf rejected the concept of natural rights as liberties and the suggestion that political government is justified by its protection of such rights, arguing instead for a principled limit to the state's role in human life. The Liberty Fund edition is based on the translation by William Abbott Oldfather prepared for the Classics of International Law series published by the Carnegie Endowment for International Peace.

Book one is divided into definitions of basic moral and legal concepts and into principles, both rational and experimental, from which propositions about specific matters and their relations are derived by syllogism. Book two is concerned with formal requirements of morality and with the material content of natural law, such as liberty of the will and the natural sociability of man. Pufendorf also discusses international law, in particular freedom of the seas, a topic of pressing interest to his contemporaries. He bases his arguments for limits to the state s role in human life upon principles of public policy, in contrast to rights-based theories, which consider natural rights as liberties and political government as justified by its protection of such rights. -- The Liberty Fund edition is a revised and corrected edition of William Abbott Old-father s translation from 1931. Technical terms have been standardized to their proper English equivalents, and new annotations identify allusions and references. A bibliography provides modern editions of sources referred to in the text. Editor Thomas Behme notes that the Elements "offers a compact and readable introduction to Pufendorfs legal and political thought. -- Born in Saxony, Samuel Pufendorf (1632- 1694) held the first professorship in the Protestant world dedicated to natural law, at the University of Heidelberg. He spent much of his career (1670-88) in the sendee of the Swedish king, first as professor of the law of nature and nations at the new University of Lund, then as privy councilor, secretary of state, and royal historiographer. He ended his career as privy councilor and royal historiographer to the king of Prussia (1688-94). He was one °f the most important philosophical lawyers, historians, and theorists of the constitution of state and church in the early-modern period.
